After the light changes or after 1st officer blows his whistle, count to three, then pelt everyone still going through the intersection (cars, two wheelers, whatever). The paintball paint should be permanent, maybe with some super-glue, acid and/or chili pepper powder in it also. I think the police would have more fun at work this way. Hoping that Tata's new launch the Nano will at least make the driving test a lot more difficult than the farce that it is now. Also educating the current "driving" population on simple things like: 1. Leaving on time 2. Driving as they expect the others to 3. Lane discipline etc should bring visible changes.
